Here's how I see things moving in the space of hyperlocal content.
Individuals
While there are a number of top down efforts to create just-add-users hyperlocal networks from existing and large scale media concerns, hyperlocal starts with individual content creators - bloggers. Individuals are still creating a long tail of hyperlocal content.
Nascent Networks
When an individual blog has really taken off, the authors get bitten by the business bug and create small networks either staying within the original city and expanding into new neighborhoods, or recruiting authors in other cities and providing the publishing platform.
Media Samplers
Some mid- and large-scale media networks interested in the space create one or two experimental hyperlocal blogs or sites to experiment with the idea.
Carpet Bombers
Other existing concerns take a look and roll out a barrel load of sites, sometimes with little real spirit or intuition about the space.
Aggregators and Enhancers
Orthogonal to these strategies, which revolve around the nature and scale of content being created, there are those sites with look to aggregation methods across a variety of data types (from weblog feeds to traffic news streams). In addition, there are various services and technologies which can enhance the data and provide some plugin style publishing components (e.g. maps with events pinned on them) for hyperlocal sites to leverage.
