As for the list of 14 countries, I ended up using the list of official government data portals from Data.gov: http://www.data.gov/opendatasites

That obviously does not mean that open data doesn't exist elsewhere as you point out. As a matter of fact I think it is more important that governments firmly decide that their agencies should open up their data than it is to establish centralized data portals. Open data is a trend that will continue spreading, regardless of what happens with data.gov or other government data portals.
