IBM's VCL recently announced a new, social data site called Many Bills which provides interfaces for understanding and browsing US legislation. It's early days, and I find the site a little glitchy (no zooming?) but it looks like an interesting and valuable project.
Note that the founders of Many Eyes have started their own company : Flowing Media.
